Auto Insert Double Quotes For HTML Attributes Broken

In VS2008, it used to be that whenever I was typing an html attribute in an .aspx page when I hit '=' a pair of double quotes was automatically inserted and the cursor placed inside them. I guess I've changed a setting, but I don't know what to change to get that functionality back. I am using Resharper if it makes a difference.
Since both are acceptable by HTML as well as languages like ASP.NET and PHP when using attributes or strings, why is it that some people use single quotes and double quotes interchangeably? It is my understanding that it is syntactically correct to use double quotes where possible, single when you need to embed a double quote for inline logic. Is there something I am missing? I am using SQL Server 2008 Web Edition and it seems my SQL queries are automagically having the double quotes replaced with ' + CHAR(34) + '. I am trying to pin down why this is happening, I am using Delphi with ASP.NET and using the ADO.NET object for the SQL.
I'm working in a Repeater over blog posts and I'm displaying a ShareThis JavaScript piece at the bottom. The Title and URL of the post are being sent to JS. In one test case, the title of a post has a single quote, e.g. Mark's test post Since I need to preserve that single quote when being sent to ShareThis, I need to wrap that JavaScript string in double quotes, however the string is being bound via a Literal and I cannot wrap the literal in double quotes: This is want I want but DOES NOT WORK:

ive read all the tutorials, everywhere it says that ive to put " to use double quotes inside a string but i have no idea why my system isnt accepting the escape character.

using sql server 2005.I need to query some nchar fields to see if any of them contain string with double quotes (char(34)).whats the syntax to do this? I am using .Net Framework 3.5 on an ASP.net web project using jquery.ajax to make web service calls. My web service returns objects serialized as JSON by specifying the content type of my POST as "application/json". I would like just one of my many properties to return a non quoted javascript function name instead of a quoted string. Serialized as such:

I am having problems disabling the autoinsertion of quotes for the 'style' and 'class' attributes on VS2008 SP1 on 64-bit Windows 7.

In Tools->Options->Text Editor->HTML->Format, I set "Insert attribute value quotes when typing" off (and "...when formatting" is also deselected) but it still seems to insert the quotes.
why automatic quotes might be disabled for everything but style and class attributes?

I have an MVC site that I've been developing and one of the requirements is cookieless sessions. I get the following output... <form action="/MyAccount/(S(npnaj4fn12x3ie45xzuyzjqn))/Home/Login" method="post"> I found this issue after I deployed it to our IIS 6 server. It works fine in the Visual Studio development web server.
I have an SQLSiteMapProvider that needs a unique URL and have not got the smarts to work out how to get the provider to do the work so for now I thought I would just add the data to the DB then edit the URL with the ID. I can't do this on the first insert as I do not know the ID as it is an auto generated Primary Key
I tried to us the PostBackURL to go to a 2nd Page that got the New ID and added it to the end of the already known URL "Page.aspx?ID=" but apparently you can't do that as I found out (This would have been a masive hack to the problem I know but it would have got around it issue of for now)
this is how I guessed it would work
Insert Data with URL "Page.aspx?ID=" and more data.... Then Get New ID and update URL to have the ID on the end ie: Page.aspx?ID=99
do you think it would be difficult to write a framework where mvc compares last html it output to the current html we want to output, and instead of sending the entire html, figure out what has changed and generate js code that will do the updating as compared to previous html? (presuming nothing was manually changed on the client using js).
