Configuration :: Sending Email & IIS 7 Permissions Error?

I'm trying to send an email. My code is fine, but I'm getting a permissions error:
This is a server I'm administering myself, so I have access to the IIS 7 panel. The trouble is I don't know what to set to get mail working. Anyone got any experience of this?
My permissions error:

have code on a web form -- when you hit the button "send emails", it executes this sub which reads an SQL database table and sends emails one by one -- however I get this error above -- anyway to check it and skip to the next email? Some emails in my table have name@test.co.il for example, so it seems this causes this error.

I'm having a hard time figuring out how to test email sending on my localhost machine that I'm using to develop the application on. Here is my function to send the email:

Here is the error I get when trying to test the code out:
An attempt was made to access a socket in a way forbidden by its access permissions 127.0.0.1:25
What could be causing this? Am I doing something wrong in my web.config file??? I know this isn't possible with Vista, but I'm running Windows 7 now.

I've written a simple webservice and am running it locally to test it out. Right now, my settings are as follows:

I've tried these settings, and also tried explicitly setting the properties of my SmtpClient object @ run-time. On send, I receive the following exception
"Failure sending mail. Unable to connect to the remote server - A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond 64.202.165.58:25"

I am trying to send email from my C# application and i'm running into a little bit of trouble.I wrote the function below in order to make it easier to send mail from my app, but i believe there must be a problem somewhere and I just can't see it. Perhaps it's the "Can't see the forest for the trees" scenario.
The problem occurs when I try to send email via SMTP. The page just seems to time out, with no error message, at all.. LocalPickup works, as does specifying a pickup directory, but in this instance I need to use SMTP.In this case, my website is located on my home development server (running windows server 2003) and my SMTP server is a remote dedicated box running CentOS Linux with Qmail.
I've included the function I wrote, and just to answer any questions.. Yes, the SMTP port on this server is definately 26 ;)

I have implemented a send mail functionality. For that i installed the SMTP Service on my local machine by going to 'add remove programs' -> windows components -> iis (properties) -> checked the smtp service option and installed. Below is my code that i am using in my application to setup the smtpclient object and sendmail()

I am doing Search functionality for my website. For this purpose I am using Lucene.net search files and dlls in my web application. There are 2 folders get created in web application namely 'index' and 'cache'. These files contains crawled pages of my website. Search pages searches these two folders for searching. This application is run with no error on my local server. but when i upload these folders and these search pages on my server and search it will show error.
Request for the permission of type 'System.Security.Permissions.FileIOPermission, mscorlib, Version=2.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089' failed.
Previously I found that this error is due to Medium trust level of server.
I checked this error on my Local by setting my local server trust level as Medium and on my local it was showing same error. so i made change in my code, after that its working on my local with Medium trust level as well. But on my web server it still gives same error. So what changes should i make in my app so that it will run in Medium trust level.

There seems to be an issue with the "Trust" level when executing within a "Cloud" environment. In order for the following app to work it needs a trust level of at least "Medium." This web app is developed using VB.NET 3.5, and Visual Studio 2008. The app works perfectly on my local sever but when deployed/published to the "Cloud" it returns the error: System.Security.Permissions.SecurityPermission, mscorlib, Version=2.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089' failed. I have added all 4 required values, ConsumerKey, ConsumerSecret, OAuthToken, and OAuthTokenSecret to the web.config file in the "appSettings" section of the "configuration"

If found that by going to [URL] and signing into the account that is using the application, then go to the "Settings" page, go to the bottom of the page and click on the "API" menu option. Once the API page appears you will clik on the button "2", Register An App. On the right side on the new page, you will see a button "View Your Applications." If you have previously registered your app, click this button, If not fill out the appliction for a new app. Now at the View your Applications page, select the app you want to get the authorization keys for where is says "Edit Details". Now click on the button to the right that says, "Application Detail." Here you will find your Consumer Key and your Consumer Secret Key. On the right side of this page you will see the menu option "My Access Token", click it and you will find your oauth_token and your oauth_token_secret keys! Not that you have all the keys, put them in the "appSettings" section of the web.config file. Add "Dim twConn As New TwitterVB2.TwitterAPI" at the top of the page.

This code works great in an enviornment that allows at least a "Medium" trust level. However it appears that many of the "new" hosting envrionments such as "Cloud Hosting" and others do not allow this trust level automatically!However if the trust level is less than "Medium" on your host you will likely receive the error message: "Twitter Returned: Request for the permission of type 'System.Security.Permissions.SecurityPermission, mscorlib, Version=2.0.0.0, Culture=neutral, PublicKeyToken=b77a5c561934e089' failed." When a server error occurs for whatever reasons (YSOD), the server will send a message via SMTP class. In my case, my company employs microsoft exchange and uses NTLM authentication for all domain users. I am authenticating users via NTLA windows integrated authentication. My question is, is it possible to utilize this authentication data, and pass it to the system.web SMTP username/password authentication scheme to send an email to me (the web developer) when the error occurs? I am pretty sure my company requires a username/pwd to send emails via SMPT on the ms exchange server.

I am getting error as mentioned below:
The process cannot access file "E:TempPDFsSample.pdf" because it is being used by another process
I happen to send the pdf from email and after email is sent i need to delete the Sample.pdf file. The code that i have written doesn't work

I have set a job in sql server 2008 to send reminder emails for product expiration. Now I want a report which will specify the list of the emails sent with the email status details like queued ,sent,delivered, failed.
I can fetch the emails that are sent by querying the like following

The problem is only getting a perfect status of email whether it is delived or failed. How I can get those status ?
