C# - A Config File In Java Similar To The Webconfig ?

I'm new to java and android, originally from an asp.net/c# background.I am looking for a config file in java, similar to the webconfig of app config with .net but there doesn't seem to be one.
I am relatively new to ASP.NET. I am just wondering if there is way to read values from properties file (similar to rading a properties file from JSP or java).
For example if a property file has something similar to this:

I would like to read all the values for username_list (comma seperated) and also the value of is_valid.
One thing I've always appreciated about Java is the straightforward API documentation. Since Oracle took over Sun, it is a little less intuitive to get to, but basically, you go to:

and you are set. Click on your class in the left area (example: String) and boom, you can read a brief overview of the class, see the various constructors, review the methods and return types, parameters, etc. These days I'm 100% C# and .NET but I often have trouble finding a good class API reference similar to that which I'm used to in Java (as I'm a former Java developer). So I thought I'd ask the community which references you all use and if there is something similar to the Java documentation.
I would like to use the webconfig file to store some values, which will be used in my application in order to execute some methods, one a parameter for a timer, the Interval property and the other to pass as parameters in a method.
So, my questions are:
Where in the webconfig can save these parameters in order to make them accessible to the applicationHow do I access these parameters in my application in order to use in the aspx page for the timer control and in the code behind for a method to use
I have a dropdownlist which is connected to object data source for displaying data, now what I need is to connect to database using semicolon seperated list from web.config connection strings and then connect that to dropdownlist.
I have the following webconfig file that redirects (once logged in) a specific user...but for some reason it's not seeing the redirect location. So, for some reason when john123 log's in he doesn't get sent to superUser.aspx. It's as if it's not seeing the location path.
I have created a webservice, which debugs fine with no errors, and published this on my localhost server for testing.
I have created a windows app which calls the webservice but am hitting problems as soon as I reach the point where the webservice tries to connect to its database.
The connectionstring is held within the web.config file of the webservice as
, and as I said before, this works perfectly when debugging the webservice application directly.
However, the windows application is not seeing the connection properly, if I use the statement as above I get a debug error stating that it is a NULL reference. If I change it to
I no longer get a debug error, but the connection is not made. On testing the above code it believes the name for connection 0 is "localSqlServer" and in both the web app and the webservice the error below is returned.

why the windows application see's the correct connection string code as null? Is there additional security I need to add for the web.config file to be accessible? Or does the connection strings need to be relicated within the app.config of the windows app?
Both applications are written in C# and I use Visual Studio 2010, ASP.Net version 4.0.30319
I'm preparing to deploy a ASP.NET web application. The target server has already a previous version of my web application with parameters specified on the web.config file.
In the new version of this web application, the web.config file contains new sections I would like they appear into the target web.config file on the server.
However I can't find the way to merge the new web.config sections into the existing web.config file ?
Does I have to do it programmatically, or is there a tool to merge the both files during installation ? (I'm using Web Setup Project).
is it possible to automatically populate a file upload control's file for automated testing and server stress. I have one upload control (that simply brings up the browse and selects the file) and a button that uploads the selected fileupload control's file. I have a File Upload Control, so i click the 'Browse' button and when i select a file from the select file dialog, i want the file to be shown as a link below the File Upload Control( somewhat similar to gmail). This file should be seen such a way that it can be deleted, if i wanted to. And also i should be able to upload another file from the File Upload control.All these files should be uploaded to a location when i use a button click event in the end.
Currently, I work on an ASP.NET project which is hosted under version control and is used on several developer machines, tester machine and production environment.
In three cases, configuration (Web.config) may be different. For example, developer and tester environments use testing SQL Server, whereas in production environment, another SQL Server is accessed, so the connection string is different in those cases.
We want to keep three versions of Web.config in subversion. But modifying each of three files every time we need to add, remove or change a common setting is annoying: it would be nice to have a common, master Web.config, which will be inherited by each of the three Web.config files.
How to set up an ASP.NET project which will use a master configuration file and different slave configuration files on different machines, thus sharing the same project/source code/configuration files in subversion?
When I open my ASP.NET site in IIS and try to open the .NET Trust Levels, I get an error message:

Error: This configuration section cannot be used at this path. This happens when the section is locked at a parent level. Locking is either by default (overrideModeDefault="Deny"),or set explicitly by a location tag with overrideMode="Deny" or the legacy allowOverride="false".
I've checked a few places, but I haven't found anything that seems like it would be locking that setting. Is there a systematic way of determining where that setting is locked?
I have many Connection strings in my web.config file. I also have a "dataConfiguration" setting in the same file which specifies what database my app connects to.

I have a Java Script method that is called from an Aspx page named Default.aspx. The Java Script method is calledwhen a linked button on that page is pressed.
