C# - Catch ConfigurationErrorsException For Violating MaxRequestLength?

I am limiting file size users can upload to the site from Web.config. As explained here, it should throw a ConfigurationErrorsException if size is not accepted. I tried to catch it from the action method or controller for upload requests but no luck. Connection is resetted and I can't get it to show an error page.
I tried catching it in BeginRequest event but no matter what I do the exception is unhandled.
Here's the code:

Update:
What method raises the exception anyway? If I read the request it raises exception If I don't read it at all, I get "101 Connection Reset" in browser. What can be done here?

Here is the code copied from [URL] In asp.net code behind, I use try-catch try to catch any error but never catch it. In SQL database, if I rename Employees to Employeesx or change column DepartmentID to DepartmentIDx, record will not be deleted (it is right) without any error (it is wrong, suppose catch an error).

And the error is: Failed to enable constraints. One or more rows contain values violating non-null, unique, or foreign-key constraints. I have gone through many pages , and tried by making the AllowDbNull property making True and then different things.

I even created a global.asax file and on the Application_Error event, I wrote a code that would email me the error (and i'm not getting an email regarding that error when I get the error shown above). I know for a fact that the thread is going inside the "try" statement because I send emails to myself whenever it finishes certain codes inside of it. So how come I'm getting that error in my browser instead of it being handled in my "catch" statement? I have two problems here, one, why is the exception not going to my "catch" statement, and two, why am I getting that error in the first place.
Note: my web app calls a webservice.

I have a file upload control on my page. The maximum request length set is 8 MB (maxRequestLength = 8192). I also have server validation that throws an error if the file is more than 4MB. The reason that its 8MB in the config is the leverage that's given to the user and also that the app can be tested.
If I upload a file that's 9MB, I get thrown an exception "Maximum request length exceeded.", which is fine and as expected.
But when I try to upload a file that's 1GB, it shows me a HTTP 404 - File not found. how can I get it throw me a maxRequestLength exception?
I'm using IIS6.

I have an application (asp.net 3.5) that uses a fileUpload control. I have the entry in web.config set to:
<httpRuntime executionTimeout="3600" maxRequestLength="2097151/>
If I try a large file upload (around 20M), I get the "Internet Explorer cannot display the webpage" error. This code worked on another server and works locally, but when put on a new web host's server, I am getting this error all of a sudden. Is there any way I can get more information as to the cause of the error? I set my browser to uncheck "Show friendly http error messages", but I don't get more information.

When it does the app needs to be restarted to clear the error, every page request after this raises the same bug. Line 417 is the Membrship provider add line in web.config. We're using the UpmMembershipProvider from MS Commerce Server, but it doesn't seem to be hitting this code, it's dying on the ConfigurationErrorsException inside System.Web.Security.Membership.Initializ

I am creating asp.net web apps in .net 3.5 and I wanted to know when to use and when not to use Try Catch Finally blocks? In particular, a majority of my try catch's are wrapped around executing stored procs and populating textfields or gridviews? Would you use Try Catch EVERYTIME when you execute a stored proc and populated a data display control?

I have a property call (add user to a group) that would be hard to write code to check if user is already in group and I need to call it multiple times sometimes for the same group. anyhow it throws an error if user is already in group. easy way if to just put in a try catch and do nothing for the catch. it works fine except there are several errors in the application event log for this error when it happens. I would rather it not to log this error as it takes up time when looking in the event log to say - this is not a valid error log. so is there a way to tell a try catch to not log in the event log an error it is catching? I would rather not change any settings for the whole site but perhaps just this 1 page might be acceptable.
