I have the following code in a function to send an email out

Calendarstream(pageID) returns the following filepath as a string
c:\inetpub\wwwroot\foldername\emailAttachments\calendar.ics
The value of attachment is the the filepath being returned however the attachment is not sending. The emails sends without the attachment.
I created a web form to send emails and using a class to perform the task. The process works well for all internal email addresses but will not deliver to external email addresses. I am not sure if I missed something in the code to send to external address.

I am working on document storage and retrieval application. In which i display the pdf document as an png image , but i have a email button on the top. On clicking that the user would be able to provide an email address to which the document needs to be sent, and I need to send this pdf as an attachment. I need to password protect the file for security reasons. I have no clue on how i can do this in asp.net mvc.

I keep , e-mail - sending time , pair at database , such as
example@hotmail.com , 10.30 PM
example2@yahoo.com , 06.00 AM
What i want is , sending a pdf attachment to these mails everyday when time is 10.30 PM and 06.00 AM . I've a function which creates pdf attachment. I've also a function which sends e-mail.
How can i always check if it's time for sending a mail or not ?
there is problem of low disc space or FAT partitioning but
I don't what kind of disc space is used in smpt server for the sending mail and what is this

Anyone know how to do this? Using my own mail server is easy, but in case there's something wrong with it or it ends up on some blacklist, I would like to use the receiver's mail server. There will only be one to: for each mail (it's a validation function to a sign-up).

my application contains a page that provides for the user file upload option and a button that ( send mail for the user that his request is done and a message for the admin mail that contains the file that was uploaded by the user.
