Error: This Assembly Is Built By A Runtime Newer Than The Currently Loaded Runtime

I have downloaded published (code behind files are no there, combined with dll in bin folder) web application from window server 2008 where it is hosted, & open it with visual studio when i debug that application it shows following error: "Colud not load assembly because this assembly is built by a runtime newer than the currently loaded runtime" I don't know how can i solve this problem and test application locally.
I created an asp.net application, and it worked on my local PC. I was using Visual Web Developer 2010 beta.
Then I uploaded almost every file (not the sln and suo files) to my shared-host unix website. This Unix website is supposed to support asp.net.
But I got this error:
Server error in application. Could not load file or assembly 'dave' or one of its dependencies.This assembly is built by a runtime newer than the currently loaded runtime and cannot be loaded Does this mean my version of the net.framework is too advanced? Or maybe the version of Visual Web Developer? Or some other reason?
I have an asp.net 4.0 site. I have CAS turned on for legacy support. But in CAS, is there a way to prevent a runtime loaded assembly from accessing the web.config file? I don't see a permission set that denies access to configuration information.

I'm want to incorporate a modal popup in my webpart. This is the classic update information modal popup but because I'm building it in runtime, I'm having difficulties wireing up the components would like some assistance. I am trying to connect to a database on my local server. The database is called "dbtest." Of course, I have left off my actual password and replaced it with "password."

I've inherited some code that is having a serious problem. On one page, there are several pairs of "Yes"/"No" checkboxes that act like pairs of radio buttons through the use of the ACT MutuallyExclusiveCheckBoxExtender control. They work as expected. However, when I navigate away from the page, I get a "Microsoft JScript runtime error: Sys.InvalidOperationException: Handler was not added through the Sys.UI.DomEvent.addHandler method." error in the dynamically-generated ScriptResource.ax...c2d9970 [dynamic] file.
The specific method in the dynamically-generated code is: var $removeHandler = Sys.UI.DomEvent.removeHandler = function Sys$UI$DomEvent$removeHandler(element, eventName, handler)
The element is set to any of the checkbox controls (I've removed them one-by-one and it happens to ALLof them) and the eventName is "Click". I gather from the code that it's trying to do a removeHandler before the addHandler for the particular element has taken place. True, I don't have any explicit addHandler lines in my code, but I don't any explicit removeHandler lines either. About all I've got in the aspx code is: [Code] ....
The formatting of the code in this message is a bit weird, but it's basically a simple table with three columns. On each row, there's text in the first column, the checkboxes in the second column and a button in the third. I've searched high and low on the web and nearly every thread I read about his error talks about it in relationship to the use of command buttons in an ACT UpdatePanel.
I am having problems with an intermitent error in an ASP.Net Ajax enabled website. The error I am receiving is the old faithful "Microsoft JScript runtime error: 'Sys' is undefined" error. Googling this error usually turns up the suggestion to add the correct "httpHandlers" and "httpModules" into the "web.Config" file. The web.config file for this project already has the following lines for those two sections. See below:

The error is intemittent, it sometimes does not present at all when debugging a page, and other times it will present constitently for anything up to a day or so?
BTW, we are using Telerik ajax controls on the page. One of our custom JavaScripts does render before the scriptmanager. ahve tried using both "RadScriptManager1.RegisterClientScriptBlock(...)" and "ClientScript.RegisterClientScriptBlock(...)" but both seem to render the script block above the "Sys.WebForms.PageRequestManager._initialize(...)" line.
