JavaScript Web Development Tools Suggestion?

I'm developing in C# ASP.NET and my lines of JavaScript start to grow quite a lot and I feel there most be some better tools for the actual JS development rather than working in Visual Studio.

Has anyone else encountered issues loading develoment tools on Windows 7 64 bit? I have encountered everything from known issues messages on Visual Studio to straight up errors loading the Oracle 10g ODAC, to Indexing service errors with my CMS system.

I am trying to create a textbox where the user can enter something and shall see automatic suggestions as soon as he starts writing just like what we have in the google search. I have a backend SQL DB connected and using Visual Studio 2007.

I am at my wits end. I am developing an MVC application using the VS2010 templates and have added jquery and jqgrid functionality to my pages.
Everything works perfectly when running my app in debug mode using the Visual Studio Development web server. At runtime, the app comes up in the browser with a URL such as :
http://localhost:49572/
However, this app has functions that must run under HTTPS and accept client certificates so I've reconfigured the project to use IIS, configured the virtual directory, loaded a self-signed certificate, etc etc.
The app launches just fine with a URL that looks like this (depending on whether it is configured to launch with https or not).
http://machinename/virtualdirectory or https://machinename/virtualdirectory
but now my javascript and CSS references don't work. I've played around with every variation of ../file, ../Scripts/file.js, ../../Scripts/file.js, ../../Content/file.css. I've tried all the various helpers like ResolveClientUrl and Content.Url, leading ~, etc etc etc.
With some variations, certain jquery functions will work, like an Autocomplete text box or datepicker, but the jqgrid won't. If I leave everything at ../../Scripts/file.js, then all my jquery breaks running from IIS.
My CSS and link references look like this.

We have a largely asp.net web form team (With some Oracle developers thrown in).
Question 1:
Is it a good idea to start using asp.net MVC which will mean redevelopment of a number of standard controls for not much benefit.
Question 2:
Is it a good idea to hire developers where there most recent skills are with asp.net MVC?
I doubt there is any benefit adopting MVC now, given the 100+ applications in this suite of products, and the maintenance/rework this will cause. Given this, is there any particular reason to hire MVC developers, as they won't be hitting the ground running, which is what I need now.

Now if I start developing it from scratch, this will take a lot of time..
I couldnt find any CMS which can in developing social networking website.
Additionally, I would like the website to have my own custom design. Also it should have support for AJAX, SEO and integrating third party applications.

I have a ASP.net 4.0 which has to generate a PDF and docx file with the same content. Ofcourse the conversion will take place on server so Office Automation is not an option

Im faced with the following descision: Use OpenXML SDK to create the docx and some other free tool to create the PDF.OR ,Buy a SW like Aspose so I only will have to create the docx and then generate a PDF from the docx.
What is your opinion about this? Aspose Word costs $900, will I save as much time with it to be worth it?If I choose the free option will I have a hard time getting the docx and pdf to look exactly the same?

As per the increasing security threats, my site needs extreme care in terms of security in all aspects. I know asp.net has built in some security measures (Anti-forgery token, cross-site scripting, authentication, roles), but that is just not enough.I need a tool to test all possible security threats (Brute-force attacks, .... IP location, browser info ... )and a framework (open source is better) that handles all these concerns and let you build upon.
EDIT,So to narrow a bit, my primary concern is protecting the "login" page from all possible threats.

I'm currently trying to install the "new" Microsoft WebMatrix Beta 2 (a web programming IDE). I was trying to use Web Platform Installer for this. But it 404's on the SQL Compact 4.0 CPT2 and it's tools. I was able to get the runtime from the Microsoft downloads page but the tools I am not able to find. I can not install WebMatrix because the tools are a prerequisite.

I removed mvc3 tools for visual studio, and now it seems no matter how much reinstalling, or un-installing i do i cant get razor project templates or intellisence for razor.I have even removed the visual studio folder and visual studio hives in the registry but still the same. I seem to remember a simular problem with mvc2 tools, that the installer doers not reconize it as un-installed and therefore does not re-install it.how can i re-install mvc tools so VS reconises razor, or remove all trace of visual studio and mvc3 so that i can start again?

very much interested in this.
Will this create machine code? What will the output format, an EXE?
How must speed will it improve over interpreted MSIL?
Even with NGen output will we still need the CLR to run it? If so why, because in that case still CLR is interpreting isn't it?

I am new to the code generation tools and I would like to know how does a tool like LLBGen Pro compares with the Entity Framework? On top of that my boos is really looking into a tool called CodeOnTime http://codeontime.com/default.aspx because he likes their good UI support.I am asking here because I really want an unbiased opinion.I am not sure if LLBGen can also generate the UI. So far all the development in the house we do it the classic way coding each layer manually. However we are in need of a fast prototyping tool.
