Configuration :: RegSvcs Error - The Assembly Does Not Declare An ApplicationAccessControl Attribute

I have a ASP.NET site, in which i have to register the dlls which i have created in VB.NET. I configured this project on Win2003 Server and register the dlls. It was working fine.
But when i rehosted it on same machine but by different folder, and try to register the dll, it is showing me the following warning.

I will declarate a attribute, but it gives me an error
This query works fine and returns 1 record from type int:
SELECT TOP 1 DataObjectVersionID FROM tblDataObjectVersionPropertyValueText WHERE PropValue like CAST('00010281' AS ntext) ORDER BY DataObjectVersionID DESC
And when I will declarate a attribute/parameter it gives me an error:

I have created an application which runs fine in VS2010.Now i am trying to host that application using inetmgr.When i try to browse the page from inetmgr content view then i get the "Parser Error Message: Could not load file or assembly 'System.Web, Version=4.0.0.0, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. The system cannot find the file specified".If i browse the page from VS i am able to do it.I am not able to host the app. may be the reason is the above stated error.

I just download XAMPP, and it is running in my local computer. I added the index pages, and it works fine. However, when I copied my pages and all related information,I tried to access the page. Then, it displayed the error message below.
Note: The <httpRuntime requestValidationMode="2.0" is required because I am using a chkeditor with a textbox to create a microsoft word like effect. Is it possible to set the Inherits attribute of an ASPX Page directive to a class in an arbitrary assembly?
I need to modify an ASP.NET (1.1) application for which the source code was lost. In a new assembly (foo2.dll) I've created a replacement code-behind class that derives from the original class in the site's code-behind assembly (foo.dll). It seems easy enough to set the Inherits attribute of the Page directive to the new class name, but when I do that the web server gives me Could not load type 'Foo2.checkout2'. I am referencing the new assembly in the <assemblies> section of Web.config.
I don't see anything in the documentation to indicate that this scenario is unsupported, but I'm not certain that it is, either.

Well,at http://www.mail-archive.com/mono-bugs@lists.ximian.com/msg71529.html they say the work around is to create a global policy assembly and redirect the assemblies that way since it is not read from the web.config.
How do you actually do what they describe there? There is a huge documentation gap in that area with Mono.Also,I can't just recompile the assembly to use the new Mono assembly versions because the assembly is closed source.(but it does work with Mono.)
OK, this may be a little difficult to explain, so I will try my best and post the code I currently have.
I have a table with a list of usernames. I have the list of usernames displayed on a page through a GridView. What I am attempting to do is for each username in the column "adminUsernames", I need to insert a set of values in another database table for EACH "adminUsernames" that exists. Example: There are 2 adminUsernames vales in 2 seperate rows. These are "Admin 1" and "Admin 2". For each adminUsername values (Admin 1, Admin 2), I need a row interted in another database table. We have created a new cname for our subdomain website. The new website is working properly with cname. We do have .net application inside the webiste which is not working with cname. I downloaded the trial version of abcpdf, which is absolutely fantastic!
Anyway, real simple, you just need to reference the .dll and off you go...
So, I got my code working, but when I moved to production server I hit a wall.
It definitely has to do with the .dll because when I comment out the pdf sub routine, the code executes and completes all other tasks. When I uncomment, It's not working.
The trouble is, on my server I don't have the full version of VS, so I am unable to add a reference, which I presume takes care of the web.config settings? I manually dropped the .dll into the bin folder and I added the assembly line into web.config, but, as I don't have the above, I am not sure if the token key is correct.
To test this, I uploaded the working .dll file to my server, which I assumed the key is associated with, but still the same.
how to either get the correct key and/or how to reference an assembly manually? Is there something I have missed?
I have strange problem with missing assembly of my application after IIS restart. My application is installed correctly to IIS 7.5 (windows 7) and works fineAfterwards I make a restart of IIS serverNow my application is not working properly, some classes (assemblies) are missing. I've insterted a code to my application that writes all avaible assemblies into my log file (see code below ) and really a few assemblies are missing[Code]....
