Create A Generic Util Function To Be Used In Eval Page?

I am currently binding a Nullable bit column to a listview control. When you declare a list view item I need to handle the case when the null value is used instead of just true or false.
<asp:Checkbox ID="Chk1" runat="server"
Checked='<%# HandleNullableBool(Eval("IsUsed")) %>' />
Then in the page I add a HandleNullableBool() function inside the ASPX page.

{
return (value == null) ? false : (bool)value;
}
This works fine but I need to use this in several pages so I tried creating a utility class with a static HandleNullableBool. But using it in the asp page does not work. Is there a way to do this in another class instead of the ASPX page?

I'm trying to add a parameter at the end of a url obtained from the database as follows:
This is giving error because of the ID value, which is an integer...how can I convert it to string here? I can do it in code behind, but I just want to know how it can be done within the Eval function...

but it is not giiving LocationId in pop but the whole string <%#......%> is comin in popup message. How can I pass Eval values in javascript.

I want to pass in as two additional params the Eval("dvc_nm") and Eval("data_orgtn_yr") to the popup function.
UPDATE:
I tried by removing the single quotes from insode the <% %> tags. Which gave me this:
onClientClick='<%# "javascript:popUp(popup_createWR.aspx," + Eval("dvc_nm") + "," + Eval("data_orgtn_yr") + ")" %>'
which complied, but when I clicked the button I did not get a pop up, the page just posted back and reloaded and said errors on page, but no popup...

Question: I want to call a generic function, defined as:
Public Shared Function DeserializeFromXML(Of T)(Optional ByRef strFileNameAndPath As String = Nothing) As T
Now when I call it, I wanted to do it with any of the variants below:
Dim x As New XMLserialization.cConfiguration
x = XMLserialization.XMLserializeLDAPconfig.DeserializeFromXML(Of x)()
x = XMLserialization.XMLserializeLDAPconfig.DeserializeFromXML(GetType(x))()
x = XMLserialization.XMLserializeLDAPconfig.DeserializeFromXML(Of GetType(x))()
But it doesn't work. I find it very annoying and unreadable having to type
x = XMLserialization.XMLserializeLDAPconfig.DeserializeFromXML(Of XMLserialization.cConfiguration)()
Is there a way to call a generic function by getting the type from the instance ?

I have a generic list which contains a class called Parameter. Parameter contains 2 integers, ParamType and ParamValue. A generic list is built containing a small number of values List<Parameter> myList I have created a function which passes in 2 parameters. These are passed individually but are used to create a new Parameter within the function. The Parameter is tested against myList, and if it is found removed. In order to do this I have used the remove function, the syntax being:
myList.Remove(new Parameter(ParamType, ParamValue));
The remove isn't working and at present I'm using LINQ to do it.

As a last resort i tried to user DataBinder.Eval() but i get the exception "Expected class, delegate, enum, interface, or struct". What can i be doing wrong? Writing a function in code-behind isn't an option for me.

I need to create something which is like an Add friend function in my website which works like this:
1) User types in name of the person he wants to search in the search field and clicks enter
2) on the same page, the search result will come out with an "add friend" button beside every name
3) when the user clicks the "add friend" button, he will be brought to another page (or pop up with a message box?) with a text message field to send to the friend, and a submit button to submit the friend request.
4) over at the Friend's page, he will be able to view the add friend request and decide whether to accept or deny the friend request.
