Converting Number To Its String (alphabetical) Representation In C#.NET?

as part of a project I am working on, I need to output the alphabetical 'name' of the number. This is better illustrated with an example.960Nine Hundred and SixtySo it'd convert '960' to 'Nine Hundred and Sixty'. Is there an easy way to do this in C#.NET? Also, if so, how easy would it be to apply the same function to a decimal number? I'm assuming if I can figure out how to convert a integer as above, I can just split the decimal number... so I'd have something like this 960.23 Nine Hundred and Sixty (units) andTwenty Three (units)
When I try to run the following code it always spits out the hex representation, not the integer representation. Most of the examples I found on MSDN said this should work. What am I missing?

edit I should have made clear that I know the difference it's returning the hex value. I'm outputting the value to a file, and in that file, it still shows the hex value, not the integer, so I don't think it has anything to do with the debugging environment. edit2 Looks like a PEBKAC problem. Looked at the code that was writing to the file, and it was using a .toString("X") method, changing it to a Hex value. The fact that it was hex in my debug environment was what confused me.
I have latitudes and longitues in a table but they are in a nvarchar(50) field althought the values are like this -> 39.7355 I need to be able to convert those values to numeric to execute a calculation and update a new field

I have a dropdown list which has items bound to it using sql datasource.
In the database i have the numeric values corresponding to each item.
Now there are many such dropdown list's and on selection of each item i want to form a 14 digit numeric code,which i need to use further for some more functionality.
How can i convert a selected item from a dropdownlist to a numeric digit??or how can i bind the items in the dropdownlist to a database having numeric value for each item?
E.g if i select 'WT' from dropdown list the corresponding value for it in the database table is 39 so on form submit i want '39' to be formed in codebehind. likewise on selection of all items from different dropdown list the digit formed using codebehind should be '15487523568955'
i'm having a hard time figuring the way on converting my string into an integer number.In my form I have a textbox control from which I get the selected date as string, using the substring method I divide it to month, day and year.The problem is that I cannot, for example, convert the following "12" into the actual integer number twelve. I tried using Int32.Parse or Convert.ToInt32 but still couldn't solve it.Here's my code behind for better comprehension (this doesn't do the trick):

I am trying to figure out the best way to convert a string object into a DateTime with only using the year. I have something like:

But it is still giving a "String was not a recognized as a valid DateTime." In the full context, I have a webpage with a formview on it and within the formview is a TextBox control that is taking a user input such as "1999" then an ObjectDataSource picks it up and runs it through a BLL. I have a query that converts my string value I have stored in the database (nchar(8)). I have a stored procedure that gets the value and converts to date and when I run the select part of my stored proc to test it it successfully returns the mm/dd/yy format that I want: ex: 02/28/2010 However when I call this stored proc from my program I am getting an exception:
<Exception> Conversion failed when converting datetime from character string.
</Exception> Puzzled why the query works fine but .net gives me an exception? does anyone know how to solve this?
