C# - OnItemDataBound Doesn't Show Full List Of Items Bound

I have a repeater that has an OnItemDataBound event on it. For some reason the repeater has three items being bound to it. But then I try the below it only writes '2' at the top of the page. The repeater itself does show the three items but this loop in the ondatabound event doesnt see the last item. Why?
I have a rss feed. The rss page returns five items and the rss reader on iGoogle works perfect and updates the items just like I want to. But the rss reader in my HTC cellphone doesn't update the list of items, it just adds new items to the items it downloaded the previous time. It results in updated items being presentated multiple times in the rss.How can I tell the client to forgett its cache and reload the list?
I need to know how to do what the following would intuitively do if it worked (imagine useGreek() and useNato() to be states that would be consulted once per load or postback):

Anyway, ASP.NET doesn't like code interleaved with list items, so this is a no-go. I imagine that there's some C#-based way to handle this somehow, but I've been trying for a few days now with no luck.
Also, just to be clear, I'm seeking a server-side solution here. I'm well-versed with jQuery, but we're trying to keep most of the processing of this particular form off the client.
I have two drop down list on a page. The first one list projects and the second list users. The userlist is populated with an object datasourse that pulls a list of users for the selected Project.Whenever the Project list selection changes the second ddl Userlist always reverts to the first person in the list instead the person that was selected before a new Project was chosen.
How do you avoid duplicate bound items in this scenario: There's a databound control on a page (a DropDownList in this case, though I don't think it matters). It has AppendDataBoundItems set to "true". Somewhere in the code, a DataSource is set and DataBind is called. So this control is bound explicitly. You have a bunch of other things to bind on the page, so you call Page.DataBind.
Your databound control now has duplicate items in it. It was (1) bound explicitly, then (2) Page.DataBind bound it again. Since AppendDataBoundItems was true, the second bind appends to the first, and you end up with double the items. A couple limitations: The explicit call to DataBind on the control is done through some centralized code, and would be painful to change. i really need to bind the rest of the page in aggregate (via Page.Databind()) because there's too many other databound elements to do it individually without writing a ton of individual calls.

I have a series of dropdownlists on webform in ASP 4.0. The first drop down is filled upon load, and then when a user selects a value from that list, it populates the second dropdown. To accomplish this, I have a SQLdatasource with a parametersource of the first drop-down list control. This works great, except when a user changes their selection from the first drop down. It performs the query, but then adds the list of items to the ones that were already there from the previous selection, instead of replacing it with the new data. Here is the code:

Do I need to do something on selectedindexchanged to somehow "clear out" the previous datasource? I can't find anything about this online, although one person seemed to suggest it was related to using a master page. (which I am using).
And set this src element at page load but after invoking the jquery function on "toannotate" control the full image is not displayed in the 698 by 398 size only some portion of the image is displayed there...why so..?

I've been told by my host that I need to enable FullTrust in my webmatrix website because I keep getting an error. (BUT, I have used a different host, and everything on my site works perfectly with them without modification). Anyway, I used the code my host suppllies in their KB, but that just generates a different error. So I looked up full trust on google and used about 5 different code samples to enable full trust but they all generate errors! even the ones on MSDN. And googling "Full Trust WebMatrix" doesn't really bring anything helpful either.
How can I successfully add full trust to a web.config file that is made using WebMatrix?
I'm designing my own custom control that contains a .NET dropdownlist. What I'm wondering is if it is possible to populate my dropdownlist with listitems placed in a placeholder? For example:
