Tsql - .Net MVC Best Way To Update Cached Table

There are certain tables that get called often but updated rarely. One of these tables is Departments. So to save DB trips, I think it is ok to cache this table taking into consideration that the table has very small size. However, once you cached it an issue of keeping the table data fresh occurs. So what is the best way to determine that the table is dirty and therefore requires a reload and how that code should be invoked. I look for solution that will be scalable. So updating the cache on single right after inserting will not resolve the issue. If one machine inserted the record all other on the farm should get notified to reload the cache.

I hoping someone may be able to point me in the right direction for this. Basically Im writing an asp.net web control to dynamically display a set of data based on field data stored in the database.
I want the control to create a dynamic asp table from a set of data from the database, however I cant get my head round the query needed to order the data into a list that I can create a htmltable from (if that makes sense)
my data looks like this, where I have a field name, the order the corresponding control will be rended in, and the number of columns that control takes up in the asp table:

I have made a couple of attempts at creating a stored procedure that accepts an integer representing the number of columns the table will have, with no real progress. I would like the query to return something like the following (if the input parameter was 2 (columns)) - where the fields are grouped into logical rows

I am writing code to insert values from an xml file. I check for a duplicate before inserting and delete if there is a match. I found some code on the web and it threw me off. Look at the code below. You will notice only when the Hits == 1, does the cache get added. After that, the cache object isn't updated. It begs the question, does the object when updated, update the cache as well automatically? The answer here would make me remove some code in some of my classes.

U are caching a list of items, then Add or update or delete method called. Approach 1)
A- Do the data change at the database. If success do B, C
B- Remove the entire list from the Cache.
C- Re-Cache the list on first read.
Approach 2)
A- Do the data change at the database, If success do B
B- Do the same change at the cached items, and save more time.
Approach(2) probably will cause nasty difficult to spot bugs, because the data come from BLL and placed directly into cache, One can't assume no bugs will happen at the sproc, I am not worry about database runtime errors, runtime errors will show up, but I am worry about invalid data, or miss calculation. Can I proceed with approach (2) with caution? Is there a "best practice" principle which suggest not doing approach(2)?

I have very long select query which i need to filter based on some params, i'm trying to avoid having different stored procedures or if statements inside of single stored procedure by using partly dynamic TSQL.I will avoid long select just for example sake

or d=@d
@c and @d are filter params, only one can filter at the same time but also both filters could be disabled. 0 for each of these means param is disables so i can create nvarchar with where statement in it...
How do i integrate in here dynamic query so 'where' can be added to normal query. I cannot add all the query as big nvarchar because there is too many things in it which will require changes ( ie. when's, subqueries, joins)

I'm attempting to create a pure t-sql representation of the default SHA-1 password hashing in the ASP.Net Membership system. Ideally, what I would get would be this:
UserName Password GeneratedPassword

Note: that's bogus base-64 text there. I've got base64_encode and decode functions that round-trip correctly. I've got a single table, with project information and schedule information. To make the data easier to present, I created a tab control with two panels (a detailsview in each). The first tab is for project info, the second tab is for schedule info (again, all fields in the same table). The problem is, if i change info in both tabs, and then hit the update button, only the data from one tab is added to the table. I think this problem is simple to fix, and boils down to the way I have the page organized, but I can't quite figure it out.
I've boiled my code down to the following conceptualized structure:

When you click the update button, you return to the listview, but with only the information from your current tab saved. How can I get it to update from both detailsviews?

I'm sure this has been answered many times already, but I still can't seem to find exactly how to search for this issue, so apologies in advance.
Anyway, I have a VB script for entering a row of data into a table by a web user. When this row of data is entered, I wish to take some of the values from the columns of the "primary" table, and have that data automatically create a new row of data in a "secondary" table. I think I'm part of the way there, here is my script:

"ProductsByMfr" is the "primary" table - the table that the user adds data into when the button click event is fired.
"DealerPricing" is a "secondary" table that I wish to have some of the data from the newly-entered row in ProductsByMfr copied into. Am I even close here?

Here's my scenario:
I'm using the ASP.Net Membership provider, but I don't want to allow system administrators to DELETE any users. Instead, I simply want to mark them as locked out (aspnet_Membership.IsLockedOut) of the system so they can't log in when an administrator assigns them to a role titled "Inactive". Make sense? Right now my trigger isn't throwing any errors, but it's not working either. Here's my trigger (which is on the aspnet_UsersInRoles table):

I am trying to delete or add rows in a table but since the table is in an update panel,upon deletion the row goes away and then comes back.I have tried using return false but it does not seem to work in IE or FF.

I have table a and would like update table a whose values from table b, but not update all rows at table a. Only update record ID in table a match record ID in tableC.
Here is my query

I only have 12 a.ID match TableC, but above query update whole TableA.

I have to find the best way to do this using LINQ. I need to summarize an amount in a iTransaction table by

No error, not Updating table... simply remains same. The update statement is not working in my website, no error in C# and no error in sql server. When I paste the update query into the sql query tool and replace the parameter values (+...) with real values, it updates the record.

I have a form that is being populated with data from a sql table. The user can update via textboxes information on the form and click update. The data should then be updated back to the table.
For some reason, When I add the parameters I need for the query, it is not grabbing the update from my textbox, it is showing the value that was populated upon load. I tried to change the customer's phone number. When I run my code it is pulling in the original phone number and not picking up my change.

I've been playing around with MVC lately, and was wondering how you could do this:
I have a view that displays a list of products, and against each product is a list of categories (in a combobox). I'm trying to find out how you can update a product's category when you select a category in the list. I know you could do something fairly simple with jQuery, but I'm trying to understand how submitting forms works with MVC.
