Make Encrypted String Same Length As Input String?

I have a 15 digit string to encrypt.
I have tried using .NET's various encryption functions but all my encrypted strings are at least 24, 28 or 32 in length.
I have heard of CipherMode.CTS with Padding = None that produces the same length output as the input length but I can't seem to get the same result. I have toyed with the block-size, key-size and salt size.
I don't mind adding a digit to my input string to make it 16 in length.
i have created a encrypted string to match with a target string to pass it along with client URL for authentication. it doesn't match. here is an algorithm used to create a encrypted string.
This is my first class ever buildt (I am a real beginner) in C#. My aim is to "Sanitize a string". The class should do: trim an input make the first letter upper case. Is there a way to better code it? Would it make sense to use a PARAMETER for a method like: CapitalizeFirstLetterTrim(string x) when I initiate an object I need write a lot of code like below, any other way to make it shorter?

I encrypt and decrypt a string with a private key and following functions. so I encrypt a string with Encrypt function and decrypt the encrypted string with decrypt function. If someone can change the encrypted string and then it decrypts with decrypt function, the decrypted string isn't equal to plain text before encrypting. I want to know how can I check is decrypted string equals to plain text before encrypting?

Passing onto a stored procedure a value from a GridView. The particular fields are a date type, and numeric type. Problem is, its plausible and conceivable in this case one or both could be null or empty.
Through searching I've seen suggested such ideas as Convert.ToDate(value), CDate(value), and so on. None of these work. You cannot convert an empty string or null value to a date. I don't know about the numeric value.
So, barring any non-working examples already given. What is standard. Its not like I've stumbled across some never afore seen problem.

I'm using ASP.NET with sql-server. I have an area where the user can enter text of a maximum amount. I encode this text as a good measure but the encoded length can be greater than this maximum amount when I try to insert it into the database.
Special characters are encoded on 3 characters. I can't show the user that he has exceeded the max amount of characters because from his perspective he hasn't. I also can't set the database field to the worst case scenario (being 3 times my max amount).

I'm bulding document-from-template engine. At certain points I need to match on Reg Exp groups and replace template text with content from a db.

I am exporting a HTML table to excel by sending the data as a HTML Table string and setting the content headers:

Is there a simple way of setting the content-length based on the size of the HTML string? Or should I just leave it blank anyway...would be nice to have the content-length ideally...

I have a label control in datalist. When thw word is long, the text of label corrupts the design. Label hasn't a multiline property.I tried different ways .
