Popup From System Tray With Sound Based On Database Update?

In my application, I have users and advisors.Here users can chat with advisors. so if user click the chat initiate button, we are updating the database. Is there any possibility that this update can produce an alert in advisors system with a sound [even if he is working with some other application like watching a movie,checking his email] . (possibly some type of balloon pop up from system tray). If any source code available in C#.
I am looking for a way of coding a system tray alert, you know something like the box which comes out from MSN messenger when there is a new mail or a new version is available with that funny sound.

I am looking into making a voting system for an event.
I would like to base the voting system off of MAC addresses. I would like to get the voters mac address, check to see if they have voted within the last 5 minutes, if they have not, let them vote and add their mac address and current date-time to a table as a record. If they have voted within the last 5 minutes, i would then inform them and tell them to try again later. If it has been longer then 5 minutes, i would clear their record from the database, let them vote and add a new record with their mac address and date-time.
The problem with using IP, is that most of the people voting will be on the same network (large organization) and i believe the ip the website would pickup would be the same.
How to open a popup image on page load in asp.net ? and can its possible that when i close the popup it should not open whan the session value is not end.
I have been wrestling with this idea for a couple of weeks and have finally broke down and am asking for everyones experience.Here is what I am trying to do:I have a gridview that has a checkbox field in it. I need to loop through the grid and check to see if the user has placed a check in it and then open a new webpage in a window for each record that is checked.

While this does work I am not sure this is the best way to handle it. I have tried to do a ScriptManager.RegisterStartupScript but it seems to only popup the first record and not continue to loop.BTW - I am doing all this is VB
I am having an aspx page which displays the map. When i click on a button on the aspx page, modal popup extender will be displayed.This popup window is having some textboxes .
My requirement is , the graph displayed in the aspx page should change based on the values entering in the textboxes in the popup extender.
Is it possible to keep the aspx page enable even though the popup extender is displayed?
Is it possible to change and display the aspx page values(map like google map) based on the values in the popextender?
We are designing a system that has functionality that is essentially the same at the presentation layer and the exposed API layer. My question is what technique / strategy to use so we can get the most reuse out of our code with performance in mind? Here's a simplified example: A user can add a Customer via a web form. This will fire the Customer.Create() method. An API consumer / user can add a Customer via a SOAP / HTTP-POST to a web service which will call the Customer.Create() method.
Imagine these layers: PRESENTATION | | WEB SERVICE API (Customer.Create() is available here | | FACADE Business Object Interface - Customer.Create() signature is here | | BUSINESS Business object - Customer.Create method() is fleshed out here | | DATA ACCESS - Writes data
The presentation layer SOAP calls the Create() web method, which calls the facade's Create() method which calls the business object's Create() method which wires via the data access layer.
Questions:
Is there a concern about performance in using the API's web services in our presentation layer, or are there alternatives to connect the presentation layer directly to the facade? If so, what technology to use (WCF, Remoting, Web Services, etc)?

My problem here is that it Refresh the page before it does a Database Update, and if it refreshes the page , the Database update ends up not being done.
For the login control that I am using, there is a connectionstring which is automatically created in the web.config file.I ran an .exe file which populated the specified database with all the asp login related tables and stored procedures...
